What is Horizon Europe Cluster 4 (Space)?

Cluster 4 — "Digital, Industry and Space" — is the part of Horizon Europe's Pillar II where the EU funds collaborative space research and innovation: space technologies, EU space-data applications, in-space operations and the space ecosystem. Projects are delivered by consortia answering topic-specific calls in the biennial work programme.

How the calls work

The Cluster 4 work programme publishes destinations (strategic goals) broken into topics. Each topic states the instrument — Research and Innovation Action (RIA), Innovation Action (IA) or Coordination and Support Action (CSA) — the budget per project, expected TRL movement, and consortium conditions (typically ≥3 entities from 3 eligible countries).

For a startup, Cluster 4 is rarely the first grant — but joining a consortium as a technology partner brings funded R&D, reference customers and network. Proposals scoring above threshold without funding may receive a Seal of Excellence.
